Born in 1950. Graduate of Hitotsubashi University. Joined Mitsui & Co., Ltd where he was involved in overseas infrastructure development for decades. Since 1990’s, he participated in various efforts of Japanese Government in public policies including legislative efforts by majority/minority political parties to formulate gambling policy and casino legislation in Japan. He now holds position of Professor of Osaka University of Commerce and Director for Center for Amusement Industries Studies of the said University. He is also a visiting professor at Graduate School of Toyo University (PPP), Vice President of Japan Academy of Gambling & Gaming Studies.
